"takes a much more responsible view of his duties

as a representative of the Chinese and is always very

careful not to embarrass the Government in any way.

He was careful to let Mr.Hallifax know what was going

on and I did not at all like Ho Kal's pose as the

only virtuous man--the man who told the Government

every thing, whilst we all know that he was in the

confidence of the Revolution party the whole time.

7. Ever since the revolution Sir Kai Ho Kai

It has acted as adviser to the Canton Government.

is said that he receives an annual fee from it.

this I have no proof as yet. But it is well known

that he has given advice which has embarrassed this

Government very much, notably in connection with

their financial schemes. I have it on excellent

authority that the idea of issuing the Lottery Bonda to which I referred in my confidential despatch of

the 21st.of lovember last, emanated from him and his

12 conduct in the matter supports the imputation.

A recent examination of the books of the Sze Yap Association show that he is in receipt of an anual retainer of $200 from that body. I am informed

that there is not a Guild in the Colony from which

he does not receive an annual fee.

These matters are being made the subject of investigation and I shall refer to them at a later date. In the meantime at the interview with Sir Kai Ho Kai, to which I referred in my confidential despatch of 21st.of November, I instructed Sir Kai Ho Kai that he should not give advice to the Canton
